High Priority Occupation Petitions
The Commonwealth of Pennsylvania's Workforce System has established High Priority Occupations where education and training dollars are targeted for investment in key occupations. These occupations are defined as job categories that are in demand by employers, have higher skill needs and are most likely to provide family-sustaining wages.
The Philadelphia Workforce Investment Board is accepting petitions to Philadelphia's High Priority Occupation List through May 26, 2010. The petition process allows local areas to add occupations which demonstrate new economic growth, emerging occupations or a local industry cluster need. Occupations approved through the petioning process will be added to the list effective July 1, 2010 and will remain there for five years.
Education and economic development agencies interested in petitioning for the inclusion of an occupation must complete an application and provided related documents as outlined in the PWIB's Petitioning Protocol. E3 Centers Request for Qualifications
The Philadelphia Council for College and Career Success and the Philadelphia Department of Human Services (DHS) are announcing a Request for Qualifications (RFQ) for the operation of five E3 Centers in the City of Philadelphia. This is a two-step process that involves the initial submission of an RFQ; after the RFQs are reviewed those applicants deemed to have the strongest qualifications will be invited to submit full proposals.
On behalf of the Council and DHS, the Philadelphia Youth Network (PYN) contracts with youth-serving organizations to operate the E3 Centers (the three “E’s” stand for Education, Employment and Empowerment). The Centers offer basic skill-building experiences and ongoing case management services for out-of-school youth and youth returning from juvenile delinquent placement/court involved youth. The Centers’ service delivery structure is designed to help youth achieve long-term goals in the areas of education, employment and empowerment (life skills).
Applicants are required to submit the RFQ packet of materials to the Philadelphia Youth Network no later than Friday, April 16, 2010 at 12:00pm.

Philadelphia Workforce Investment Area Local Operational Plan
In collaboration with its operational partners, the Philadelphia Workforce Investment Board (WIB) has developed a Workforce Investment Act (WIA) Title I Operational Plan. This plan outlines the proposed operational framework to guide the investment of federal funding provided through Title I of the federal Workforce Investment Act for adults, recently laid-off workers, and young people in Philadelphia.

To invest the new workforce dollars strategically and effectively, the Philadelphia WIB and its partners developed an ARRA Workforce Implementation plan as required by the Commonwealth. A final version of the plan was submitted to the Commonwealth on May 15.
Eligible Training Program/Provider (ETPP)
Organizations interested in providing occupational skills training to local One Stop (PA CareerLink) center participants are invited to submit an application for inclusion on the Statewide Eligible Training Program Provider list. Applications are to be submitted via the Commonwealth's Comprehensive Workforce Development System at http://www.cwds.state.pa.us. In advance, please download the following documents:

Please be advised that all courses must be licensed by an accrediting/licensing body and lead to occupations in the High Priority Occupations list. Questions regarding this list or the process can be directed to Jamece Joyner at (215) 717-2010.
Industry Partnership Guidelines and Application 2008To meet the growing and critical needs for workforce excellence, funding will be available to support the training needs of Industry Partnerships. Funds will be available to successful Partnerships in the Commonwealth's ten targeted industry clusters. Applicants seeking to develop new or expand existing Partnerships may be able to receive grants ranging from $5,000 to $85,000. Established Industry Partnerships may also submit a single application for additional Partnership support as well as training of incumbent workers. Successful Partnerships may be eligible to receive a maximum of $300,000 per application request for the training of incumbent workers, in addition to $5,000 to $85,000 to support the Partnership itself.
Applicants who wish to be considered for Industry Partnership funding must adhere to the deadlines indicated by the Pennsylvania WIB.
